RFP SCOPE
FCC has embarked on a journey of transformation, highlighted by the introduction of an innovative corporate strategy and a realigned organization designed to support and execute the new strategy. It’s an exciting time for FCC, our customers, industry partners and all members of the food value chain.
In order to show the strategy in action through imagery and music, FCC requires an enterprise solution that provides access to a large library of royalty-free, licensed imagery, video and audio that will be used by the in-house advertising group and select external partners to develop marketing and advertising assets for all media possibilities including digital, print, out-of-home and TV. The assets will also be used for internal and external communication purposes like presentations, web assets and more. The number of FCC users ranges from 50-100.
An average mix of media usage in a year could look like:
- Images and illustrations – Up to 10,000 downloads (licensed and complimentary)
- Audio– Up to 5000 downloads (licensed and complimentary)
- Video – Up to 10,000 downloads (licensed and complimentary)
FCC needs a solution(s) that is enterprise wide and includes a robust library of high-quality, royalty-free, licensed images, videos and music which are cleared for commercial use. These assets will be used in various business applications, both internally and externally, both in digital and physical media.
The solution should, at minimum, allow for:
- Multiple users
- Various media types (photos, illustrations, video, audio etc.)
- Various licensed uses (digital, physical, social media, broadcast media, out of home etc.)
- Auditability of users, downloads and costs
- Integration into a Digital Asset Management (DAM) tool
- Single Sign On (SSO)
The successful proponent may be required to assist FCC in integrating into FCC’s DAM.
FCC will consider multiple vendors to ensure coverage of various media types and uses.
• Identity Verification – digital verification of customer identity to meet FINTRAC requirements.
• Adverse Media Screening – screening for non-financial crime risks like ESG, animal-welfare, labour issues, and general reputation risks.
Mandatory Requirement*: Assets are cleared for commercial use
*Failure to meet this requirement means the Proponent’s proposal will not be evaluated further.

* As part of the evaluation process, Demos may or may not take place during the scheduled tentative period above. This decision will be based on the specific requirements and circumstances of the evaluation.
RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.

MERX is a Canadian Public Tenders electronic bidding system accessible at https://www.merx.com. It is the sole responsibility of the Proponent to ensure its compatibility with MERX.
- Proponent proposals MUST be submitted electronically through MERX, preferably in a PDF or MS Word file, prior to the RFP Closing Date/Time specified in the RFP. Proposals submitted in other formats, by other methods or through any other means, or after the RFP Closing Date/Time specified in the RFP, may be rejected by FCC.
