PART 1 - INTRODUCTION
1.1 Invitation
This Request for Quotations ("the RFQ") issued by the Southeast Regional Service Commission (the "SERSC" or the "Commission") is an invitation to submit non-binding offers for the provision of the Services described in Appendix A. The SERSC requires the services of a qualified consultant to provide construction observation and material testing services for the construction of two (2) new landfill cells, a stormwater sedimentation pond and accompanying manholes and HDPE piping, roads, ditches,
and culverts. The Proponent selected pursuant to this RFQ process will be informed by telephone followed by written confirmation.
Proponents not selected will be informed by e-mail.
1.2 Background and Purpose of RFQ
The consultant will be responsible for reviewing shop drawings, tracking quantities and
preparation of monthly payment certificates to the contractor, observing the earthwork
(excavation of cells and construction of berms), soil sampling and testing, compaction testing of berms, observing installation of geocomposite liner materials including sampling and destructive testing (GCL, 60mil HDPE geomembrane, geonet, 80mil HDPE geomembrane, geotextile), observing the placement of leachate collection gravel layers including sampling and testing of aggregate, observing installation of leachate collection piping and, observation of the sedimentation pond excavation and the
installation of inlet and outfall structures, observation of manhole and piping installation and observation of road and ditch construction. The consultant will also be responsible for preparing a comprehensive QA/QC report documenting all aspects of the project. The planned construction schedule for the work is from May 5th, 2025, to November 21st,2025.
The intent is that the Commission and the successful Proponent will enter into an ACEC Document 31 Agreement (Engineering Agreement between Client and Engineer).
