Notice is hereby given that Interior Health Authority (the “Health Authority”), through their collective agent Provincial Health Services Authority (“PHSA”), intendsto directly award a Contract to the following supplier to provide one (1) Optis Mobile Next Imaging System, Consumables and Associated Services for Kelowna General Hospital for a term of three (3) years at an estimated value of $180,000. This Notice may be extended to other facilities and Health Authorities in British Columbia at the same pricing structure to acquire the technology within the term of the agreement.

In accordance with applicable trade agreements PHSA, as agent for the Interior Health Authority has chosen not to proceed with a competitive process for the following the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) due to an absence of competition for technical reasons
The Optis Mobile Next Imaging System Optical Coherence Tomography (OCT) is the only OCT system in the global the market designed for use in a Cath Lab setting. This technology is a valuable tool to help identify vulnerable plaques in the Cath Lab. The Optis Mobile Next Imaging System offers clear luminal images of the coronary vessels with significantly higher resolution than IVIS systems, allowing reference measurements for minimal lumen area as well as identification of lipid pools and internal/external elastic lamina. This information is vital to decide on the most appropriate treatment strategy (e.g. stent and balloon sizing and optimal location for stent implantation). The system is also able to identify causes of stent failure; suboptimal stent deployment, structural abnormalities, and abnormal neointimal healing. The Optis Mobile Next Imaging OCT technology is proprietary to Abbott Medical.
