The Royal Canadian Mounted Police (RCMP) has a requirement for the provision of rental services of a firearms range facility. The RCMP requires daily rental use of a firearms range that can support RCMP training mandates for shooting distances of 25 to 100 meters. The firearms range must also allow a minimum of eight (8) shooters at a time and be able to support various dynamic shooting drills as per RCMP training requirements. The range must be located within the Greater Toronto Area (GTA) and allow use to be on an as-and-when required basis with approximately 35 daily rentals per fiscal year, fiscal year spans from April 1st to March 31st.
1. DEFINITION OF THE REQUIREMENT

The firearms range must also allow a minimum of eight (8) shooters at a time and be able to support various dynamic shooting drills as per RCMP training requirements. The range must be located within the Greater Toronto Area (GTA) and allow use to be on an as-and-when required basis with approximately 35 daily rentals per fiscal year, fiscal year spans from April 1st to March 31st.
2. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
1. The site must be within a 50 km radius of RCMP Newmarket Detachment, 345 Harry Walker Parkway South, Newmarket Ontario, L3Y 8P6
2. The site must permit the RCMP to operate all firearms required for all types of certification, including but not limited to 9mm pistol, 12 gauge shot gun, .308 calibre rifle and C8 carbine rifle
3. The site must have a minimum of one (1) shooting range, with a minimum of eight (8) shooting lanes that can support the required distances of 25 to 100 meters
4. The site must permit a minimum of eight (8) shooters at once
5. The site must permit the RCMP to run their specific firearms training which involves dynamic shooting drills (moving and shooting)
6. The site must be available Monday to Friday between the hours of 08:00 to 16:00 for use during the entirety of the sites season, excluding Federal and Provincial statutory holidays
7. The site must be available for use by the RCMP for approximately thirty-five (35) rentals per year
8. The site must be available for use by the RCMP for approximately four (4) business days per month
9. The Contractor must provide on-site parking for approximately fifteen (15) members
10. The Contractor must be responsible for all garbage disposal. The RCMP will be responsible for the disposal of shell casings
11. The Contractor must provide a covered area for approximately ten (10) members to clean firearms at once
12. The Contractor must provide the RCMP designated instructors access keys (card or key) for the duration of the contract to gain early access to the site during rental days
3. APPLICATION OF THE TRADE AGREEMENTS TO THE PROCUREMENT
This Procurement is not subject to any Trade Agreements.
4. JUSTIFICATION FOR THE PRE-SELECTED SUPPLIER
The proposed site, Sharon Gun Club, is the only site that can meet the unique firearms training mandated by the RCMP. Sharon Gun Club is the only provider that can accommodate our mandatory training requirement of 100-meter shooting distances, accommodate a minimum of eight (8) shooters at once and allows the RCMP to run various dynamic training drills on site so we can meet our training requirements. Sharon Gun Club permits the RCMP to run all required firearms, which includes centrefire firearms to meet our training mandates. In addition, Sharon’s geographical location is within 50 km of the RCMP Newmarket Detachment, which allows the RCMP to provide qualifications to a larger population of members. This location allows numerous members and designated instructors to travel from the GTA and surrounding areas within their working hours, and minimizes the need for overtime payments and additional travel costs. The pre-identified supplier meets all the minimum essential requirements described in this ACAN.
5. GOVERNMENT CONTRACT REGULATIONS EXCEPTION(S)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d). only one person or firm is capable of performing the contract
6. PERIOD OF THE PROPOSE CONTACT
The proposed contract period is for one (1) year, with the option to extend the contract for two (2) additional one (1) year periods.

Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
9. CLOSING DATE AND TIME FOR A SUBMISSION OF A STATEMENT OF CAPABILITIES
The closing date and time for accepting statements of capabilities is March 21, 2025 14:00 Eastern Standard Time.
