CBC/Radio-Canada is seeking Offers from industry in response to its Request for Standing Offer (“RFSO) for Ergonomics Consultants
The initial term of any Agreement resulting from this RFSO shall be for three (3) years with two (2) irrevocable option(s) for CBC/Radio-Canada to extend for one (1) year period(s), by sending a written notice prior to the end of each term. Any option(s) period shall be under the same terms and conditions than those of the initial term, unless otherwise specified by CBC/Radio-Canada.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
CBC/Radio-Canada is seeking to establish a Goods/Services Agreement for on-demand ergonomics consulting services and psychological consulting services for cognitive and psychosocial function analysis, in both official languages, as part of its corporate ergonomic assessment program. The Corporation is looking to award the contract to a Proponent capable of serving Canada’s major urban centres like Toronto, Montreal, Vancouver, and Ottawa; other cities can be served via email, telephone or videoconference.
2. MANDATORY REQUIREMENTS:
This RFSO is open only to Proponents who meet each of the following mandatory requirements.
- The Proponent must provide both ergonomics consulting services and psychological consulting services.
- Proponents must demonstrate that all their psychologists hold a valid degree and/or license to practice in each Canadian province or territory where services are rendered. This is in addition to holding a degree in psychology from a recognized Canadian university. For services in Quebec, member with the Ordre des psychologues du Québec is mandatory.
- Proponents must demonstrate that all their ergonomists hold a valid degree and/or license to practice in each Canadian province or territory where services are rendered. Ergonomists must hold a degree in ergonomics, physiotherapy, ergotherapy, or kinesiology from a recognized Canadian university. Additionally, mandatory accreditations required for ergonomists include ACE, CCPE or other recognized associations.
- The Proponent must demonstrate that it has successfully executed a similar ergonomics consulting service within the last 5 years, specifically with a minimum of two (2) mandates of similar nature and value. CBC/Radio-Canada may contact one or more clients at its own discretion.
- CBC/Radio-Canada is looking for a bilingual (English/French) service. The company must be capable of working in French and English, in particular, documentation and support must be available in both French and English. CBC/Radio-Canada reserves the right to verify the level of bilingualism of the Principal Resource.
- Geographic Coverage: The Proponent must be able to provide support across Canada, offering services both in-person and virtually as needed. Toronto and Montreal must be serviced in person and for the rest of the sites they can be conducted remotely. Proponents must complete Appendix A5 – Geographic Coverage.
3. TO OBTAIN THE RFSO DOCUMENTATION
CBC/Radio-Canada uses MERX (https://www.merx.com/public/solicitations/open) and from here you can type CBC or Radio-Canada to manage its solicitation process. All Proponents must obtain the RFSO documents through MERX.

- Determine eligibility to participate based on the description of the objective statement for the RFSO.
- To obtain the documents the Proponents must be registered with MERX. If they are not already registered, they must do so by following the instructions included in the MERX Proponent User Guide link above and/or call 1-800-964-6379.
- The Proponent understands that by accessing the RFSO documents that it is bound by the Confidentiality clause elaborated in Part II: General Provisions Section A: Proponent’s Instructions 1. Confidentiality of the Main Document
4. COMMUNICATION WITH CBC/RADIO-CANADA
A. Any contact with CBC/Radio-Canada prior to obtaining the RFSO documentation must be undertaken by e-mail and addressed solely to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSO must state the RFSO reference number (RFSO# SSE14032025) in the “Subject” of the e-mail.

B. Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSO documents. If so, or if there is any doubt about the meaning of any part of this RFSO, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSO Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF OFFERS
Offers must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than 30 October 2025 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of an Offer by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.
Partial Offers, amendments or revisions which are received after the date and time for the RFSO Submission Closing Date will not be accepted.
This RFSO is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
