PROJECT OVERVIEW: EIPS Board Profile: The Board of Trustees of Elk Island Public Schools “EIPS” is one of Alberta's largest school divisions, serving approximately 17,500 students in 42 schools. The geographical area includes (nineteen) 19 schools in Sherwood Park, five (5) in rural Strathcona County, five (5) in Lamont County, nine (9) in the City of Fort Saskatchewan and four (4) in Vegreville (County of Minburn). Invitation EIPS is requesting Proposals from qualified Project Manager(s) with necessary resources and experience in accordance with the terms and conditions of this Request for Proposal (“RFP”) for Project Management Services. The workload will be primarily capital renovation projects. Scope of Work The Project Manager is a construction specialist responsible for the implementation of a broad range of capital renovation projects including designing, estimating, tendering, scheduling, supervising, negotiating and administering contracts. This position ensures projects are delivered within scope, budget projections, and deadlines to EIPS’ standards. The Project Manager is to utilize internal/external resources to manage the design and construction of multiple projects and participate with fast-paced multi-disciplinary teams in support the department’s operations. This includes reporting to the Assistant Director on all aspects of planning, design and contract administration. See Schedule “A” – Scope of Work for more details. PROPOSAL RESPONSE REQUIREMENTS Response to be submitted in the following order: 1. RFP terms and conditions: 1. The terms and conditions governing this RFP are outlined in the RFP Terms and Conditions; and 2. The successful Respondent will be expected to enter an EIPS Contract. 2. Proposals Submitted shall include: 1. One copy of the Proposal emailed to purchasing@eips.ca before the closing date and time indicated on the cover page. 3. Resumes / References: 1. Respondents must provide a completed Schedule “B” – Resumes / References. 2. Provide resume detailing employment/project history and education/certifications. 3. Provide three (3) corporate references with a minimum of one (1) Educational Facility / Alberta Infrastructure based project. Include brief description of each project. 4. Sample Invoice. 4. Fees for Service: 1. Respondents must provide a completed Schedule “C” – Fees for Service. Fees for the term of the Contract must remain firm; 2. The pricing structure is to be transparent for auditing purposes; 3. Acknowledgement of issued Addendums – (if applicable). 5. Insurance: 1. Respondents to provide an up-to date Certificate of Insurance (COI) for Commercial General Liability insurance in the amount of no less than Two Million ($2,000,000) per occurrence and no less than Two Million ($2,000,000) aggregate including Non-owned Auto with a minimum liability limit of Two Million ($2,000,000); 2. Automobile liability on all vehicles owned, operated, or licensed in the name of the Contractor not less than Two Million ($2,000,000) per occurrence; 3. The COI must not be expired and “The Board of Trustees of Elk Island Public Schools” must be included as an ‘Additional Insured’ and include a 30-day notice of cancellation clause; and 4. Professional Liability with limits of not less than One Million ($1,000,000) per claim, with an aggregate limit of not less than One Million ($1,000,000) within any policy year. This policy shall be maintained continuously from the commencement of Services for a minimum of three years after the services have been completed. 6. Worker’s compensation: 1. Respondents must provide a current WCB clearance letter. Consultant Service Contract March 2025 7. Driver’s Abstract: 1. The successful respondent shall be required to provide a driver’s abstract to EIPS. EIPS in its sole discretion determine hire ability based on information contained in the provided abstract. 8. Criminal Record Check & Vulnerable Sector Check: 1. The Respondent warrants the Project Manager will provide a favorable Criminal Record Check and Vulnerable Sector check. No work will be assigned to the Proponent until received. Failure to provide favorable checks within a reasonable timeline, will be considered material non-disclosure and cause to void the Contract.
