The Town of Devon (henceforth referred to the Client) has retained Energy Associates Inc. as management consultant to assist in the evaluation of RFP responses and the energy retail provider (hereby referred to as “Bidder”) selection process. The purpose of this Request for Proposal (RFP) is for the purchase of firm, non-curtailable supply of electricity to be delivered to facilities located in Fortis service territories. As a secondary goal, The Client wishes to obtain firm and competitively priced electricity supply from a Bidder who is in good financial standing.
The current total annual normalized electricity energy usage by the Client is approximately
4,000 MWh/ year for 42 sites, and projecting to grow to approximately 4,800 MWh/ year by 2029. Note that sites and volumes are subject to change prior to the firm bid round. All participating Bidders will receive an updated final list for firm bid round purposes.
Finally, the Client will utilize the responses from this RFP to establish a prequalified pool of Bidders for future electricity transactions. Only those Bidders designated as being prequalified will be invited to bid on the Client’s electricity requirements during the period of April 15, 2024
– December 31, 2028 with the option to extend the prequalification pool term by an additional 12 months (to December 31, 2029). During that time, the Client has the right to secure electricity commodity supply agreements for term expiries up to December 31, 2033, from the prequalified pool of Bidders. Bidders that do not meet the prequalification requirements will not be permitted to bid on the district’s requirements during that period. The Client may dissolve the prequalification pool at any time with thirty days’ written notice to pool participants.
From Proposals received, the Client will select Bidders which shall be the standard for future orders under the terms of each Contract awarded by virtue of this RFP throughout the Term of such Contracts. The terms "RFP" and "Proposal" include any revisions, amendments or additional documents made thereto, pursuant to this RFP
