Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide optometry services to inmates.
Objectives: Provide essential optometry services, on an as and when requested basis, to inmates of the Quebec Region as an optometrist.
Deliverables: At the request of the project authority, the contractor must:
Provide optometry services to inmates, in accordance with the National Essential Health Services Framework, including any amendment to this Framework issued by CSC during the contract period and any option period exercised by CSC, if applicable.
These services include, but are not limited to the following:
1. Performing general eye examinations to rule out pathology, or diagnose disorders of the eye (including but not limited to, glaucoma, diabetes, eye dilation), or both.
2. Performing tests of visual acuity.
3. Treating conditions of the eye, including but not limited to conjunctivitis, blepharitis, uveitis, presence of foreign bodies, by prescribing or administering medication or appropriate eye care.
4. Prescribing corrective lenses to treat visual impairment as per the guidelines in the Essential Health Services Framework.
5. Upon receipt of frames, checking the prescription, fit and the choice of frame to validate compliance with requirements.
6. Fitting and adjusting existing frames to ensure a correct and comfortable fit and performing minor repairs on site as requested by the Chief Health Services. The repairs the Contractor must perform include, but are not limited to, hinge repair and replacement of fronts, temples and nose pads (regardless of manufacturer).
7. Making appropriate referrals to other health care providers including but not limited to ophthalmologists, or medical practitioners, or the Canadian National Institute for the Blind (CNIB), or any combination of the three in accordance with requirements.
8. Providing advice to prevent visual disorders and promote healthy habits to maintain good vision.
9. Document optometry assessment, treatment, consultations and referrals in the inmate’s health care record (Electronic Health Care Record).
10. Consult with the Chief Health Services and make recommendations regarding requirements for optometry supplies and equipment, including maintenance and repair.
11. Ensure that requests for Special Authorization items that are being recommended by the Contractor are made in accordance with CSC’s Essential Health Services Framework.
12. On occasion and at the request of the Chief Health Services, the Contractor may be required to provide optometry services to inmates in other CSC institutions.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Period of the Contract:
Stream A – Donnacona Institution: The Work is to be performed during the period of April 1, 2026 to March 31, 2028 with the option to renew for two (2) additional one-year periods.
Stream B – Cowansville Institution: The Work is to be performed during the period from Date of Contract to November 30, 2027 with the option to renew for two (2) additional one-year periods.
