BDC a initialement sollicité les firmes qualifiées de l'appel d’offres public DPQ-0000211552 (Merx Ref. 0000211552) afin de couvrir les besoins aux présentes. Aucune soumission satisfaisante n’ayant été reçue, dans le cadre de cette sollicitation initiale, BDC a procédé a un secind appel d'offres sur inviation. La valeur estimée pour ce marché ayant été estimée sous les seuils des accords commerciaux (ALEC et AECG), la sélection et l’adjudication de contrat à ce fournisseur a été faite suite à un processus de sélection concurrentiel sur invitation. BDC a subséquemment eu recours à un appel d’offres limité, en vertu des articles suivants :
ALEC : Article 513 1. c) - Appel d’offres limité, livraisons additionnelles
AECG : Article 19.12 1. c) - Appel d'offres limité "…pour des livraisons additionnelles »

BDC initially solicited qualified firms from public tender DPQ-0000211552 (Merx Ref. 0000211552) to cover the requirements herein. As no satisfactory bids were received under this initial solicitation, BDC proceeded with a second invitational tender. As the estimated value of this contract was below the thresholds of the trade agreements (CFTA and CETA), the selection and awarding of the contract to this supplier was made following a competitive invitational selection process. BDC subsequently resorted to a limited call for tenders, in accordance with the following articles:
CFTA: Article 513 1. c) - Limited tender, additional deliveries
CETA: Article 19.12 1. c) - Limited tender “...for additional deliveries”.

Description

BDC is in the process of delivering a BI Modernization program to migrate various business units from existing BI environments to its next generation Enterprise Data Platform.
In that context, BDC is looking for a bright, knowledgeable and motivated Data Analyst who will contribute to defining the optimal migration strategy and be responsible for analyzing various types of data and providing insights that will effectively support solution design. The person will work closely with data designers, data engineers, and architects to define solutions and estimate the work effort for analyzing data. During the delivery of projects, the person will be responsible for data analysis, data profiling, and ensuring the accuracy and consistency of data across various sources and datasets.

  • Contribute to defining the optimal strategy to migrate business functions from existing BI solutions to the Enterprise Data Platform
  • Analyze data for the migration from Legacy Bi systems to the Data Lake / Enterprise Data stores / Analytical Data Stores that are part of the BDC Enterprise Data Platform
  • Work with business stakeholders, data designers, and other business stakeholders to refine understanding of requirements
  • Assist in the analysis of BI reporting and visualization solutions and semantic layer on Power BI
  • Work closely with other data stakeholders to define relationships between entities and how these objects will interact with the solution processes
  • Assist with estimating work effort for delivering artifacts supporting data analysis involving multiple business domains and applications
  • Perform data source discovery through reverse engineering, data readiness assessment, and analysis
  • Generate and document data analysis reports and corresponding metadata to support functional design specifications and register in the Enterprise Data Catalog
  • Assist and guide in the development of complex SQL queries for data retrieval and analysis
  • Validate data quality once data is loaded and/or generated and make sure the data is aligned with the analysis
  • Create and maintain documentation for support and future enhancements
  • Ensure data dictionnaries are kept up to date and maintain the Data Catalog
  • University degree or higher in computer science, business administration, business intelligence, statistics, mathematics or equivalent
  • Minimum 10 years of experience as a Data Analyst or an equivalent role
  • Experienced in Entity-Relationship, Multidimensional, Data Vault modeling techniques
