BDC a initialement sollicité les firmes qualifiées de l'appel d’offres public DPQ-0000211552 (Merx Ref. 0000211552) afin de couvrir les besoins aux présentes. Aucune soumission satisfaisante n’ayant été reçue, dans le cadre de cette sollicitation initiale, BDC a procédé a un second appel d'offres sur invitation. La valeur estimée pour ce marché ayant été estimée sous les seuils des accords commerciaux (ALEC et AECG), la sélection et l’adjudication de contrat à ce fournisseur a été faite suite à un processus de sélection concurrentiel sur invitation. BDC a subséquemment eu recours à un appel d’offres limité, en vertu des articles suivants :
ALEC : Article 513 1. c) - Appel d’offres limité, livraisons additionnelles
AECG : Article 19.12 1. c) - Appel d'offres limité "…pour des livraisons additionnelles »

BDC initially solicited qualified firms from public tender DPQ-0000211552 (Merx Ref. 0000211552) to cover the requirements herein. As no satisfactory bids were received under this initial solicitation, BDC proceeded with a second invitational tender. As the estimated value of this contract was below the thresholds of the trade agreements (CFTA and CETA), the selection and awarding of the contract to this supplier was made following a competitive invitational selection process. BDC subsequently resorted to a limited call for tenders, in accordance with the following articles:
CFTA: Article 513 1. c) - Limited tender, additional deliveries
CETA: Article 19.12 1. c) - Limited tender “...for additional deliveries”.

Description

BDC is looking for an experienced Solution Architect to participate in a program to modernize one of its core systems which aims to:
Implement loosely coupled application architectures using events, application programming interfaces (APIs) and staging databases
Define the modularization strategy to evolve a monolith application to the new loosely coupled architecture
Split core lending application into small composable fragments that will enable easier evolution and maintenance
Organize services using domain driven design techniques
Enable concurrent development & accelerate time to market
Standardize use of the API Platform & enable business event driven integration
Also on-going Digital and IT transformation programs or other BDC programs as needed.
Responsibilities / Accountabilities
Design and implement effective integration solutions patterns and models to loosely couple core lending system data with consumer.
Define integration patterns to be used such as: API, EDA, staging database, etc
Review existing architectures to determine overall effectiveness and compliance with original objectives, develop comprehensive strategies for improving or replacing underperforming areas and present these plans to managers and executives
Create or participate in the creation of architecture documents to define long-term target architecture and roadmaps to meet business objectives.
Define strategy to protect BI systems from core lending system database schema changes
Define strategy to ensure data integrity while evolving the core lending systems from a highly coupled monolith to a lossely coupled design.
Support database administrators, network designers and IT personnel to create effective and secure methods for data backup and recovery.
Participate in various project cost evaluations.
Research new technologies, data modeling methods and information management systems to determine which ones should be incorporated into company data architectures, and develop implementation timelines and milestones
Requirements
Bachelor's degree in computer science or relevant field experience
Relevant experience in the migration of monolith systems to modern loosely coupled architectures
In-depth experience (5-10 years) in the study, design and implementation of data and integration architectures for complex operational systems
Experience working with modeling tools and information modeling techniques (e.g. UML language, data flow diagrams, entity association model diagrams)
