The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The supply of one (1) full-time resource to act as the Enterprise Business Architect for an initial period of twelve (12) months, with an irrevocable option to extend for an additional two (2) periods of six (6) months each, to execute against developing and maintaining the business architecture framework, aligning it with Enterprise Architecture Office (EAO) and the WCB's goals and strategies.
Description of Services
The WCB requires the Contractor to supply the Enterprise Business Architect on a full-time basis [thirty-six and a quarter (36.25) hours per week] to provide their leadership, expertise, and support to the WCB's EOA and priority the WCB's strategic initiatives.
The Enterprise Business Architect will be responsible for assessing and improving WCB business processes that includes, but is not limited to:
a) Develop and maintain the business architecture framework, aligning it with Enterprise Architecture Office (EAO) and WCB's goals and strategies;
b) Collaborate with stakeholders to define business capabilities, processes, and value streams to support transformation initiatives aligned with WCB IT objectives;
c) Assess and improve business processes, and alignment between EAO, and other groups within IT or business units to drive efficiency and agility;
d) Provide strategic guidance on business models, and investment priorities for the WCB's IT; and
e) Work closely with IT and leadership to ensure technology solutions align with business needs and enterprise architecture principles.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Enterprise Business Architect must have experience, knowledge, and capabilities with the following:
a) Proven Experience in Enterprise Architecture Frameworks: Demonstrated hands-on expertise with TOGAF or FEAF frameworks, with a solid track record in developing and maintaining enterprise-level architecture models, business capability maps, and reference architectures;
b) Strong Business Architecture Design Skills: Ability to translate strategic business goals into target-state business capabilities, value streams, organizational structures, and supporting business processes and technologies;
c) Cross-Functional Collaboration & Stakeholder Management: Exceptional ability to engage with C-level executives, business leaders, IT architects, and delivery teams to align architecture strategy with business goals and drive consensus;
d) Experience in Developing Multi-Year Business Architecture Roadmaps: Aligning initiatives with enterprise strategy, identifying business transformation opportunities, and managing portfolio prioritization;
e) Analytical Thinking and Problem-Solving Ability: Strong competency in analysing complex business challenges, assessing impacts across value streams, and architecting scalable, sustainable, and cost-effective enterprise solutions;
f) Excellent Communication and Documentation Skills: Ability to clearly articulate architectural concepts, business capability models, and transition states to both technical and non-technical stakeholders through well-crafted presentations, documentation, and visual models; and
g) Experience with Architecture Tools and Modelling Languages: Proficient in using any of tools such as Sparx EA, MEGA, BizzDesign, or ArchiMate for business architecture modelling, capability mapping, and business model visualization.
The Enterprise Business Architect should have experience and knowledge with the following:
a) Familiarity with insurance value chains (e.g., underwriting, claims, policy administration, reinsurance), industry regulations, and market dynamics to provide deeper alignment between architecture and business strategy;
b) Prior involvement in driving enterprise-wide digital transformation, modernization of legacy systems, and enabling digital operating models and customer experiences;
c) Understanding of how business architecture intersects with data strategy, data governance models, and master data management (MDM) principles in large organizations; and
d) Experience in process architecture, process reengineering initiatives, or tools like BPMN, Signavio, or ARIS to support business process optimization and automation initiatives.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services can be provided remotely with a minimum of twenty-five percent (25%) up to fifty percent (50%) of the time required onsite at the WCB's facilities located at 333/363 Broadway in Winnipeg, Manitoba, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of twelve (12) months with a preferred start date of April 22, 2025. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for two (2) additional periods of up to six (6) months each.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work, which highlight their experience performing similar projects. Vendors are expected to provide the following for each proposed resource:
a) Resource's name and identify any subcontractor relationship (i.e. if individual resource is not an employee of the Vendor);
b) Completed skills matrix identifying resource's skills and knowledge;
c) Ability to start on WCB's preferred start date or later date of availability; and
d) Resume of resource.
Final selection of a resource may be subject to an in-person, telephone, or video conference interview by the WCB.
Vendors are strongly encouraged to provide a skills matrix for each resource that is being offered for the Enterprise Business Architect position. The WCB may use the skills matrix, in addition to the Vendor's general information, and resume of the proposed resource(s), as an additional tool to evaluate the suitability of a resource for the Enterprise Business Architect position.
