2024-125-7122-P - Redevelopment

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective contractors to submit proposals for the redevelopment of 37 units including exterior retrofit, site, mechanical, electrical and structural upgrades, as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in eight (8) two-storey townhouse buildings located at 265 Gordon Avenue, Winnipeg, Manitoba. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: Building 1 (Units 1-4), 265 Gordon Avenue, Winnipeg, MB
Date and Time: April 3, 2025, at 10:00 AM local time

Proponents are to meet at the entrance of Building 1, 265 Gordon Avenue, Winnipeg, MB prior to 10:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project coordinator at adel.farhat@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Attendance at the site visit will be confirmed and recorded. During the site visit, Proponents will have the opportunity to assess and verify existing conditions, including dimensions and quantities.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions April 10, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is April 28, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
