Summary Notice and Notice of Intended Procurement
This Summary Notice and Notice of Intended Procurement is issued by Centre d’excellence en approvisionnement FRANCOachat and its participating agencies (“CEA FRANCOachat”) for procurements covered by the Canadian Free Trade Agreement and/or the Comprehensive Economic and Trade Agreement to provide summary information in relation to specific procurement, as detailed below.
A. Summary Notice
1. Subject Matter of Procurement
This Request for Quotations (the “RFQ”) is an invitation by Centre d’excellence en approvisionnement FRANCOachat and its participating agencies (“CEA FRANCOachat”) to prospective respondents to submit quotations for Site Development and Various Architectural, Mechanical and Electric Renewals at École élémentaire catholique Saint-Raymond, as further described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”).
The Centre d’excellence en Approvisionnements FRANCOachat (CEA FRANCOachat) is a shared service organization providing procurement services for member school boards in the province of Ontario.
This competitive procurement process is being completed on behalf of the following school board:

Hereinafter, the above-named school board is referred to as "Board" unless otherwise specified.
This competitive procurement process ("Process") is an invitation to obtain Quotations for the Site Development and Various Architectural, Mechanical and Electric Renewals at École élémentaire catholique Saint-Raymond, located at 22 Borge Ave, North Bay, ON P1A 2S7. The standard form of contract will be a Stipulated Price contract in the form of a CCDC 2-2020 with Supplemental Conditions, in accordance with all Bid Documents and Terms and Conditions outlined herein (the “Contract”) will be applicable.

B. Notice of Intended Procurement

3. Time-Frame for Delivery, Duration of Contract and Extension Options
It is anticipated that the Site Preparation may commence on or about June 27, 2025, provided that the work does not interfere with normal school operations and the Contractor’s work plan is approved in advance by the Owner. Substantially Complete work no later than August 24, 2025.
The Board requires the substantial completion of the project, be complete no later than August 24, 2025. This includes fully functioning electrical services, fire alarm, data and public address systems.
The site of the work is located at 22 Borge Ave, North Bay, ON P1A 2S7.
Before submitting a bid, proponents are to examine the site to fully ascertain existing conditions, circumstances and limitations affecting the work. No allowances will be made for additional costs arising out of failure to investigate existing conditions.

Unless otherwise indicated, all submissions shall be in English.

A MANDATORY review of the existing site and premise, with the Board’s representative present, has been arranged for respondents: Respondents are to meet at the school’s main entrance at 10:30 AM on March 13th, 2025.
9. CFTA/CETA
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this solicitation is covered by Chapter 5 of the Canadian Free Trade Agreement, and, where the contract value meets or exceeds applicable contract value thresholds, by the Chapter 19 of the Comprehensive Economic and Trade Agreement.
